I think a shoot out is one af the ways you can bring a game to an end or settle for a winner. In the case of football or soccer I personally believe:
1. the distance between the ball and the goal keeper should be change to reflect more the skills of the shooter and the goal keeper.
2. A third defender to assist the goal keeper.
3. Or the width of the goal should be decrease.
As far as I see it now as it is in the final it is all about luck and not skill
